Not downloadable for this course. Video is licensed content and a downloaded file leaves the access-controlled system for good, so it is a per-course decision — the same way edX enables it on some courses and not others. When enabled it is served through an expiring signed URL and the download is logged.
In the finished product this button does not exist for video and quizzes: the server records completion from watched duration and from a passing attempt. A learner never asserts their own completion (spec §16).
